The sophist (media specialist, campaign consultant) does surveys and learns how to tell the public (the beast) what it wants to hear.
Republic 493ae: someone learns the appetites of a huge beast . . . he knows nothing of which of its beliefs is good or bad . . . what it enjoys he calls good, and what angers it bad. He (the sophist) calls this ability he's developed his "wisdom."
