DWA Questions

1)  Outline the article thusly:
     1. State in one sentence the overall aim of the article.
     2. Give a descriptive title (which could be a whole sentence) to each of his five sections.
     3. Within each section, provide subsections appropriate to the content, with a descriptive
          phrase or sentence for each of your subsections.

2) Can there be McCabean a) nations that aren't states?  Or b) states that aren't nations?
     If yes, give actual current or historical examples.  If no, why not?
